Training for Elected Members
These courses aim to provide training for elected members of local authorities in all aspects of planning that they may face, whether as ward representatives, members of development control committees or as members of a council’s executive/cabinet. The outlined courses have drawn strongly from the syllabus Training in Planning for Councillors published in 1999 and endorsed by DETR, LGA, RTPI and I&DeA and have also used suggestions from A Guide to Training in Planning for Councillors published in 2000 and endorsed by the Scottish Executive Development Department, COSLA, RTPI and SSDP.
‘All members of an authority’s planning committee (or equivalent) should receive training in the planning system, either before serving on the committee, or as soon as possible after their appointment to the committee.’
The Committee on Standards in Public Life 1997 (The Nolan Committee)
‘In our view, councillors should undergo training before they sit on planning committees and take decisions affecting development in their area. Like officers, members need to keep their skills up-to-date too. We will review the current training regime to ensure that it is able to deliver this.’
'Planning: Delivering a Fundamental Change', Department for Transport, Local Government and the Regions 2001
